The error is due to the fact that if, playing for this hero, lay out and then immediately pick up Boots of Travel, then all Meepo clones will receive a free teleportation scroll. These items can be sold to the main Meepo for the full amount, which creates an imbalance in the game's economy.

This error, most likely, appeared after the addition of update 7.29 for Dota 2.
